L’esigenza di un’unificazione degli Stati tedeschi fu resa pressante dallo sviluppo industriale che, tra il 1850 e il 1870, fece della Germania un Paese economicamente sviluppato.

La Confederazione comprendeva 39 stati sovrani con un organismo rappresentativo unitario: la dieta di Francoforte. Per l’Austria la Confederazione era solo uno strumento per tenere sotto controllo tutti i popoli tedeschi.
