Commonwealth of Independent States. The CIS is an alliance of currently 10 member states, which emerged in 1991 from the former republics of the Soviet Union and are all located in Asia and Eastern Europe. The 10 republics today cover an area of 21.46 million km² and have a population of about 244.95 million (3.1% of the world population).

The charter formalized the concept of membership: a member country is defined as a country that ratifies the CIS Charter (sec. 2, art. 7). Parties to CIS Creation Agreement but not the Charter are considered to be "Founding States" but not a full members. Turkmenistan has not ratified the Charter and therefore is not formally a member of the CIS.
