If Congress prevents the bill’s return by adjourning during the 10-day period, and the president does not sign the bill, a “pocket veto” occurs and the bill does not become law.

A veto refers to the constitutional power of the president to send a bill back to Congress with reasons for rejecting it; a pocket veto occurs when Congress adjourns within 10 days of submitting a bill and the president simply lets the bill die by neither signing it nor sending it back.

The Constitution provides the President 10 days (excluding Sundays) to act on legislation or the legislation automatically becomes law. There are two types of vetoes: the “regular veto” and the “pocket veto.” The regular veto is a qualified negative veto.
