TL;DR: “sovereignty” is about being the entity which ultimately controls something. “sovereign rights” is what that entity is allowed to do in that area. As an addition, note that both sovereignty and sovereign rights exist ONLY in the framework of nation-states and governments, and the social contracts that enable them.

A person without rights within the legal realm cannot be "sovereign" and instead becomes simply a "subject" of their landlord, which is the federal mafia. A sovereign instead can only be a “national” but not a "citizen" under federal law.
