What do you mean by “people of color”? If you mean ethnicities that experienced slavery (that’s what people usually talk about when they talk about POCs) then yes, Russians are people of color, because they were slaves that could be bought and sold up intil late XIX century.

Any color eyes, actually I often hear of green eyes (but not sure about it).
