On 26 July 1991, the Party Plenum voted for Gorbachev’s program of “democratic socialism”: instead of heated debates, which he expected, there was indifference and ennui. Nobody cared about Gorbachev’s words and programs anymore. The Plenum enthusiastically greeted Anatoly Lukyanov, who projected the image of a confident leader.
