"Secondary storage" or, better "secondary memory" is not absolutely the same as "mass storage" or "data storage device".
"Secondary memory/storage" simply implies that it is not primary - ie. that the CPU can not access it directly and that its content must be brought to "primary memory/storage" before it can be acted upon.
