Die Erfassung sollte durch Beamte oder Beauftragte der öffentlichen Verwaltung von Tür zu Tür erfolgen, da ein Registerabgleich durch die Behörden als zu fehleranfällig angesehen wurde.

Die Volkszählung 1939 war ein im Deutschen Reich durchgeführter Zensus.Ursprünglich für das Jahr 1938 geplant, wurde sie jedoch wegen des „Anschlusses Österreichs“ auf den 17. Mai 1939 verschoben. Der Sicherheitsdienst des Reichsführers SS und die Geheime Staatspolizei hofften, bei dieser Gelegenheit Datenmaterial für eine Judenkartei zu erhalten.
